So just deserializing that out into JSON file or a GUI app isn't enough, we really need to reimplement the history management system in some form. I am faced with a conflict that I can't seem to resolve except by turning all mods off, so I thought maybe this program could give me some intel on which mods conflict and in which way, but it doesn't even find any of them. An XCOM2 save is basically a dump of the history. When I start it up, it detects no mods at all, despite me having a good 60+ installed (mainly voice packs but some game changing stuff as well). But these mods make the experience even better. This program does not seem to be working in the manner that it says. XCOM 2s expansion, War of the Chosen, is a great addition to the game.
